Any difference in doctor participation?

Regarding L.A. Care's reimbursement rates, their Billing Manual says:

Reimbursements, unless otherwise stated in the Family PACT Policy, Procedures and Billing Instructions Manual, defers to Medi-Cal policies, codes, rates and claims submission procedures. All providers bill fee for service. Providers are reimbursed according to Medi-Cal policy unless otherwise stated and claims are subject to Medi-Cal time guidelines.

I'm curious what differences exist between Medi-Cal and Family Pact reimbursement policies. Also, where Medi-Cal and L.A. Care have similar reimbursement rates, how do their doctor participation rates compare? One would think they would be similar since they would be paying doctors the same but it would be interesting to find out.
